Network Capacity Review and Site Analysis Report
Xyst worked with Masterton District Council to assess the future capacity and management of six of the district’s council-owned cemeteries: Pioneer, Archer Street, Riverside, Mauriceville West, Hastwell, and Tinui.
The project involved analysing interment records, demographic trends, population growth, and evolving community preferences, supported by desktop site investigations and insights from key stakeholder engagement.
The project delivered network-wide recommendations to support long-term planning and development, including digitising cemetery records, engaging communities to reflect cultural and social values, standardising interment options, conducting technical site assessments at priority cemeteries, and developing concept and implementation plans for high-use sites. Additional initiatives included a consistent wayfinding and signage strategy across all cemeteries and the review of surplus land within the district.
By combining technical analysis, cultural and community engagement, and strategic planning, the project provides a clear pathway for Masterton District Council to ensure sufficient, accessible, and culturally appropriate burial and ash interment options over the next 20 years.
